Jordan’s Public Security Directorate’s (PSD) Gender Mainstreaming Strategy 2021-2024 (GMS) is a security sector policy framework relevant to Jordan’s ongoing efforts to enhance national and regional security and stability. The Strategy lays out a roadmap to ensure that global commitments on Women, Peace and Security (WPS) and gender equality are translated into concrete actions in accordance with national priorities such as the National Action Plan for the Implementation of UN Security Council Resolution 1325 (2000) on Women, Peace and Security (JONAP), National Strategy for Women 2020-20251, and Gender Mainstreaming.
Jordan’s Public Security Directorate (PSD) launched its first Gender Mainstreaming Strategy in collaboration with the United Nations Entity for Gender Equality and Women’s Empowerment (UN Women) (2021-2024). Women’s representation in senior leadership roles, retention in service, and engagement in security sector jobs and peacekeeping operations, both locally and internationally, are all goals of the plan.
The strategy’s three main goals were unveiled at the launch, including the creation of an enabling environment that encourages women to participate, the integration of gender equality into the department’s employment procedures, policies, and practices, and the establishment of reliable mechanisms to monitor the strategy’s outcomes.
Women’s participation in the country’s security forces is a critical component of their effectiveness according to Assistant for Administration and Logistic Support Brigadier General Mutasem Abu Shattal, deputizing for Public Security Directorate Director Major General Hussein Al Hawatmeh. With this in mind, the PSD has created a four-year strategy that includes a variety of gender-responsive policies and processes. Gender equality is promoted through this policy, which assures that women have equal access to all positions, education, training, and opportunities.
PSD’s strategy, which is based on the directorate’s careful analysis of training needs in early 2020 and a gender self-evaluation completed in September of the same year, is fully aligned with and will contribute to the implementation of Jordan’s National Action Plan on UN Security Council Resolution 1325 (2000) on Women, Peace, and Security 2018-2021 (JONAP), position PSD’s spearheading of the adoption of a gender mainstreaming strategy, according to Jordanian National Commission for Women (JNCW) Secretary-General Dr. Salma Nims, is not only contributing to the implementation of JONAP and the effectiveness of its management and operation but is also becoming a catalyst for change in Jordan. PSD is contributing to the implementation of Goal 4 of Jordan’s National Women Strategy (2020-2025), which states that formal Institutions have effective accountability frameworks & the capacity to develop and implement policies, legislation, and services, and to allocate budgets that support women empowerment.
The PSD has championed the integration of a gender perspective into its operations and taken measures to raise the number of women at all levels since the approval of the JONAP in 2018, paving the path for the implementation of this comprehensive Gender Mainstreaming Strategy. These included the establishment of a gender office and the appointment of gender focal points, whose powers and responsibilities were strengthened via special capacity-building opportunities held in 2020, as well as gender mainstreaming awareness sessions for officers from other departments.
H.E. Bridget Brind OBE, British Ambassador to Jordan, applauded the Public Security Directorate (PSD) on this significant achievement and reiterates the UK’s sustained support for Jordan’s National Action Plan execution. Jordan’s security agencies have made significant progress in promoting women’s integration. PSD has shown leadership in fostering gender equality and improving possibilities for women to participate in peace and security operations by adopting this policy. The United Kingdom, together with Canada, Finland, Norway, and Spain, is supporting the Jordanian government in the execution of the JONAP through a specific pooled fund mechanism, according to British Ambassador Brind OBE.
In addition to strengthening FPD’s domestic violence prevention and protection mechanisms, the Gender Mainstreaming Strategy includes the establishment of a Women’s Training Facility at PSD, as well as the launch of both a Women’s Leadership Program and a Talent Pipeline Program to increase women’s participation and advancement to senior leadership positions.
